Upon receipt of the fee prescribed by this section, the board of school and college registration shall review and approve, disapprove, or withdraw approval of associate and baccalaureate degree programs offered or proposed to be offered by a person that holds a certificate of registration issued by the board. Such approval shall be in effect for the period of time specified by the board at the time the approval is granted, unless earlier withdrawn by the board for cause. No associate or baccalaureate degree program shall be offered by any such person until the program has been approved by the board or while such approval is not in effect.

Each application for original approval of an associate degree program shall be accompanied by a fee of six hundred twenty-five dollars and each application for original approval of a baccalaureate degree program shall be accompanied by a fee of one thousand two hundred fifty dollars. The application fee for subsequent review and approval of one or more associate or baccalaureate degree programs in any fiscal year shall be three hundred twelve dollars and fifty cents for that year. Fees paid pursuant to this section are not returnable, even if approval or renewal of an approval is denied.
