Rule 1501:31-27-01 | Exemption requirements.

(A) In accordance with section 1533.12 of the Revised Code, all persons exempt from purchasing a fishing or hunting license; deer, turkey, or trapping permit; or wetlands habitat stamp shall annually apply for a free fishing or hunting license; deer, turkey, or trapping permit; or wetlands habitat stamp on an official application form provided by the chief of the division of wildlife. (B) Each person who is a resident of Ohio that possesses an honorable discharge from the armed forces that has been declared a prisoner of war by the armed forces of the United States and/or has a disability that has been determined by the veterans' administration to be permanently and totally disabling, who receives a pension or compensation from the veterans' administration and every veteran to whom the registrar of motor vehicles has issued a set of license plates under section 4503.41 of the Revised Code, shall obtain certification from the veterans' administration which indicates name, address and file number of such person. Said certification shall be submitted in addition to his/her application as provided in paragraph (A) of this rule. (C) Each qualified resident of Ohio who applies for said licenses shall be issued a free license, permit, and/or stamp in accordance with section 1533.12 of the Revised Code. (D) Each person who receives licenses, permits, and/or stamps in accordance with section 1533.12 of the Revised Code shall comply with all laws, rules, and regulations of the Revised Code and Administrative Code concerning the carrying, exhibiting, and displaying of licenses, and the taking or possessing of wild animals. (E) Each Ohio resident, sixty-five years of age or older, who was issued a permanent hunting license prior to September 1, 1987, is exempt from obtaining an annual hunting license. However, such persons must annually apply for a free deer permit, turkey permit, trapping permit, and/or wetlands habitat stamp in accordance with section 1533.12 of the Revised Code. (F) The provisions of section 2921.13 of the Revised Code apply to falsification of any information required on the application for a free hunting or fishing license; deer, or trapping permit; or wetlands habitat stamp. (G) All definitions set forth in section 1531.01 of the Revised Code shall apply to this rule.

Rule 1501:31-27-02 | Annual licenses and permits; combination license packages.
Effective:
January 1, 2024
(A) Each annual hunting license, deer
permit, wild turkey permit, fur taker permit and wetlands habitat stamp will be
valid from the first day in March through midnight of the last day in February
the following year. (B) Each fishing license, hunting
license, deer permit, wild turkey permit, fur taker permit and wetlands habitat
stamp will be issued in the form prescribed by the chief of the division of
wildlife. Such licenses, permits and stamps may be in either printed or
electronic form. (C) The chief of the division of wildlife
may issue combination license packages in accordance with section 1533.321 of
the Revised Code. The price for a combination license package will be
discounted five per cent of the total fees for the licenses, permits, or stamps
that a person would otherwise pay for those licenses, permits, or stamps if the
person purchased them individually. This price will be rounded up to the
nearest whole cent to ensure the total discount does not exceed five per
cent. (D) All definitions set forth in rule 1501:31-1-02 of the
Administrative Code apply to this rule.

Rule 1501:31-27-03 | Multi-year hunting and fishing license regulations.
(A) A multi-year hunting license issued in accordance with
section 1533.321 of the Revised Code to a person who has not obtained a
certificate of completion issued upon completion of a hunter education and
conservation course approved by the chief or has not submitted evidence of
equivalent training in content and manner approved by the chief, shall bear an
"apprentice" hunter designation and shall be subject to the
provisions of section 1533.102 of the Revised Code and division (G) of section
1533.10 of the Revised Code and rules adopted thereunder, as applicable. This
rule is in addition to and supplements section 1533.102 of the Revised
Code. (1) A multi-year hunting license issued
in accordance with this rule shall begin on the date of issuance and expire
three years, five years, or ten years from the date of issuance, as
applicable. (2) A multi-year hunting
license issued in accordance with this rule to a person who subsequently
obtains a certificate of completion issued upon completion of a hunter
education and conservation course approved by the chief or submits evidence of
equivalent training in content and manner approved by the chief, shall be
reissued in accordance with section 1533.10 of the Revised Code and section
1533.321 of the Revised Code without the "apprentice" hunter status
designation. (3) A multi-year hunting license issued
in accordance with this rule to a person who subsequently becomes a nonresident
after issuance of the license shall remain valid in this state during its term,
regardless of residency status. (B) It shall be unlawful for a person
issued a hunting license in accordance with paragraph (A) of this rule to hunt
if they are not accompanied by another person who is twenty-one years of age or
older and who possesses a valid hunting license issued in accordance with
sections 1533.10 of the Revised Code or section 1533.321 of the Revised
Code. (C) It shall be unlawful for the holder
of a valid hunting license issued in accordance with sections 1533.10 of the
Revised Code or section 1533.321 of the Revised Code to accompany more than two
holders of a hunting license in accordance with paragraph (A) of this rule at
one time. (D) Each fiscal year, a prorated amount of the money from
each multi-year license fee will be transferred from the multi-year and
lifetime license fund to the fund into which the applicable single year license
fee would otherwise be deposited in accordance with this
paragraph. (1) The prorated amount is equal to the total amount of the
fee charged for the license divided by the number of years the license is
valid. (2) The amount subject to transfer will be based on number
of multi-year license sold during the immediately preceding fiscal year and the
number of multi-year license sold during previous fiscal years with amounts
remaining to be transferred. (E) All definitions set forth in rule 1501:31-1-02 of the
Administrative Code shall apply to this rule.

Rule 1501:31-27-04 | One day fishing license.
(A) Any resident of this state or a
nonresident may purchase a one day fishing license. The fee for which is
established in section 1533.32 of the Revised Code. The one day fishing license
shall expire at midnight on the day for which the license is
valid. (B) Notwithstanding division (C)(3) of
section 1533.32 of the Revised Code, an annual fishing license issued in
accordance with division (C)(2) of section 1533.32 of the Revised Code shall
begin on the date of issuance of the one day fishing license and shall expire
one year from the date of issuance of the one day fishing license. (C) All definitions set forth in rule
1501:31-1-02 of the Administrative Code apply to this rule.

Rule 1501:31-27-05 | Lifetime hunting and fishing license regulations.
(A) A lifetime hunting license issued in
accordance with section 1533.321 of the Revised Code to a person who has not
obtained a certificate of completion issued upon completion of a hunter
education and conservation course approved by the chief or has not submitted
evidence of equivalent training in content and manner approved by the chief,
shall bear an "apprentice" hunter designation and shall be subject to
the provisions of section 1533.102 of the Revised Code and division (G) of
section 1533.10 of the Revised Code and rules adopted thereunder, as
applicable. This rule is in addition to and supplements section 1533.102 of the
Revised Code. (1) A lifetime hunting
license issued in accordance with this rule shall begin on the date of issuance
and shall remain in force as provided for in Chapter 1531. or 1533. of the
Revised Code. (2) A lifetime hunting
license issued in accordance with this rule to a person who subsequently
obtains a certificate of completion issued upon completion of a hunter
education and conservation course approved by the chief or submits evidence of
equivalent training in content and manner approved by the chief, shall be
reissued in accordance with section 1533.10 of the Revised Code and section
1533.321 of the Revised Code without the "apprentice" hunter
designation. (3) A lifetime hunting
license issued in accordance with this rule to a person who subsequently
becomes a nonresident after issuance of the license shall remain valid in this
state during its term, regardless of residency status. (B) It shall be unlawful for a person
issued a hunting license in accordance with paragraph (A) of this rule to hunt

of the money from each lifetime license fee will be transferred from the
multi-year and lifetime license fund to the fund into which the applicable
single year license fee would otherwise be deposited in accordance with this
paragraph. (1) The prorated amount
is equal to the total amount of the fee charged for the license divided by ten
for the senior lifetime fishing license and the senior lifetime hunting
license. (2) The prorated amount
is equal to the total amount of the fee charged for the license divided by
twenty-five for lifetime fishing license, youth lifetime fishing license,
lifetime hunting license and youth lifetime hunting license. (3) The amount subject to transfer will be based on number
of lifetime license sold during the immediately preceding fiscal year and the
number of lifetime license sold during previous fiscal years with amounts
remaining to be transferred. (E) All definitions set forth in rule 1501:31-1-02 of the
Administrative Code shall apply to this rule.
