The technical advisory council on oil and gas will provide notice of all public meetings of the council as follows:
(A) The chief of the division of oil and gas resources management will post on the division's website the time and place of regularly scheduled council meetings and the time, place, and purpose of any special meeting of the council.
(B) Any person may obtain advance notice of all meetings at which any specific type of public business is to be discussed by identifying the type of public business for which the person desires to be notified and by supplying the chief of the division of oil and gas resources management with an electronic mail address for electronic notice or stamped self-addressed envelopes for notice by regular mail. The chief will send by electronic or regular mail, as requested, to such person a notice of the time, place, and type of business to be discussed at the meeting at least four calendar days before the meeting is scheduled unless the meeting is an emergency meeting.
(C) The chief of the division of oil and gas resources management will maintain a list of news media representatives who have requested in writing notice of special or emergency meetings. News media representatives will specify whether they have requested notice by regular or electronic mail and will supply the chief with the name, mailing address or electronic mail address, and telephone number of the representative to be contacted. The chief will send the representatives notice by electronic or regular mail, as requested, at least four days before special meetings or will provide telephone notice at least twenty-four hours before special meetings. In the event of an emergency meeting, the news media representatives who requested notification will be notified immediately of the time, place, and purpose of the meeting.
(D) The technical advisory council on oil and gas will provide the chief of the division of oil and gas resources management with the time, place, and purpose of meetings requiring public notice under the provision of this rule within sufficient time to enable the chief to comply with the provisions of this rule.
